Offset issues again

Given a surface and a closed border curve of itself(offseting inwards problem):

1. When i have the closed curved as input the offset happens properly, but then i begin with surface, it doesnt work at all.

2. After an offset number the resulting curve is a random curve in and out of my shape. Is there any way to counter it?
