Null is not counted as an index in the list?

Null is not counted as an index in the list? Shortest walk component specifically Succession indexes used to list curves from the curve group is not resulting in same path just some scattered bits so the logical conclusion I am coming to is that its ignoring nulls for index counting purposes. The question is how do I work around this where I need some sort of placeholder in the list.
