Need help writing a script for rotating curves

hello all, i have tried figuring out the script on my own, and im having a large amount of difficulty with it. i am an architecture student trying to create a from for my building first using grasshopper, and have three basic towers made of CMU bricks. What i want is for each row of bricks to rotate based on a curve of a river (Fort Wayne Indiana, city of 3 rivers). i have been able to make the layers of brick rotate based on a set degree ( 7 degrees per layer) but i am unsure of how to do so based on a curve.

The other half of this is i need helping scaling the layers up. at a certain point the brick layers are changing (each row going up subtracts x amount of bricks) and i was wondering if there was a way to change the scaling of these going up the tower. I realize this is a lot to ask for, but i have exhausted all my resources. any help at all is appreciated. thank you very much.
