merging data sets into a double array

Hi everyone, this might be easy to solve, but I'm just not finding the solution. My problem is the following. Consider having two data sets; {0,1,2} and {0,1,2,3}. How do I merge these so that the result is one 'double array':

{{0,0},{0,1},{0,2},{0,3}}  ,  {{1,0},{1,1},{1,2},{1,3}}  ,  {{2,0},{2,1},{2,2},{2,3}}
