Looking for a tutorial

Firslty, hope you enjoy your week with GH and Rhino !

About me, i'm tried to make an geometrical form from random points as you can see in this picture attached ! But i failed because i don't know what is the following of steps (The picture is so bad because it is from issuu.com) ! Then anybody know how to do like in the picture or have a tutorial anywhere ?
