loft on a mesh

Hello everyone, I have been working on a mesh that I want to generate a king of patter using attractors. I want to loft the circules that I have with the frame of the mesh. i have already decompose the mesh and the frame is a poluline, i want to loft this frame with a cricles that a have put to x distance fron every face of the mesh.
