Link dynamic data from fuel sensor through grasshopper to web database

I am trying to create a connection from some fuel sensors on vehicles to grasshopper, to be able to process the information and release different portions to different parties involved in operation to logistics. We are working on creating a USer interface in Flash/Actionscript and are running the script based on the fuel value stored in the text file on the server.  Is it possible to update this .txt file directly from grasshopper?    Does this require some php output code?

Or is there some way to bring the data in using the GHowl XML parser and export the values from grasshopper to another XML file on the web?  Unfamiliar with how to hard code something like this.

I will link a simple jpg of what I am trying to accomplish at its lowest level.  Bring data from database. Spread the data and format a string for how much fuel a vehicle has (Fuel = 10) which will get uploaded to the address in the panel, from there updating the user interface created in Flash.  Hope this is clear enough.
