Ladybug Clothing Level unexpected results

Hi,

The way I understood the clothing level was that higher numbers represent more/thicker clothes, e.g. 1.0 respresents a three piece suit and 0.5 shorts and t-shirt.

Why is it then that for these cold temperatures in winter in Berlin I receive such low clothing levels?
