How can I always display grasshopper panel on top of everything?

Define 'everything'. Grasshopper should already always be on top of Rhino, but other plugin windows may occlude it. Or are you talking about the Grasshopper Remote Panel?

i would love to know how to make a node stay in the viewport of grasshopper. For example there is the compass - can I make a node or group float like the compass does on the viewport?

Rhino has 'viewports', Grasshopper has a 'canvas'. I realise these are just words people made up at some point, but let's stick to them for clarity's sake.

The GH canvas draws several layers of stuff. First there's the background, which includes the 'page' boundary and the grid. Then groups are drawn, then wires, then components, then widgets (like the compass), then overlays (like the abort and solver lock icons). There are also events before, during and after all these layers for people to hook into and draw custom stuff.

It is not possible to 'move' a component from the component layer to the widget layer. It's not even possible to make sure a component is always on top of all other components. And if it were possible, it would only be possible for one component at a time to have this exalted status. You can re-order components using Ctrl+B and Ctrl+F, which will push them towards the bottom or pull them towards the top of the drawing stack, but any newly added component is always 'on top' by default.

I have two screen, one is displaying rhino and the other is displaying illustrator. It is on top of rhino, but sometimes when i switch to illustrator or website for more info to develop my project. The grasshopper panel is hidden. Is there any way that I can display the grasshopper panel all the time even I am switching to other software?

No, windows doesn't allow that. It always puts the active program on top of all others.
