How to turn a mesh into a surface?

Sorry for this lame question, but i can't find a way to turn my mesh into the surface. 

I tried to install a t-spline, but although the GH does show it as a function, for some reason when I am using it, the warning note pops out saying that GH cannot locate a T-spline plug-in. 

Any suggestions?
