How do I know the distance of path when the circle B tangent to circle A?

You mean you want to measure the length along the curve when circles A & B touch for the first time?

 

Just asking to make sure, this is a difficult problem.

In Galapagos it's quite easy to achieve this, though there's no telling which of all possible answers it might come up with.
