Help for optimisation, and translate to VB (circle packing)

I have make a test for a circle packing on surface but i don't know if i have the good reflexion because it's a giant plate of spaghetti!!

Somebody can help me to search best logic?

A second problem: I think that vbScript is a good option for this test, but I don't know this language. I beginning only.
Somebody can help me to translate this file to vbScript?
