algorithmic modeling for Rhino

Hello,

Does anyone know if there is a way to select a radial selection of points based on an attractor point and move them based on the logic of a radial soft selection? I have not been able to get very far other than grabbing points based on their distances. I'd really like to be able to do this without an existing component. My goal is to try and move points taken from a cylinder and recombine them to create a new geometry which would look like a cylinder but with dents in it. My guess is if I can take the new points list (sorted, remapped based on an attractor point) and re-input that into the original list I would be able to manipulate the curves that would then loft to form the final shape. I have attached a .gh file but I'm not sure if what I did was the correct way of going about it. I would really appreciate the help.
