Frame wrapped around mesh

Hi

i have a tower that i need to make a frame for that resembles the photo attached, ive tried using weaver bird but i have no idea what im doing,

I have a basic understanding of grasshopper, ive also tried using mesh edge then mesh pipe but im unable to get the desired frame 

I need to be able to adjust the holes so that they are suitable for windows and correlate to floor plates 

any help would be much appreciated
