floorplan program

I am trying to reproduce the same foor plan of Zhengzhou Clubhouse using grasshopper. But neither voronoi nor circle pack is the main tool. Any idea wich tool I have to use in order to make it?
Cosidering that I have to be able to adjust every single room by adjusting the area size.
