algorithmic modeling for Rhino

I don't seem to get around this problem:

I have a vector, that is pointing upright. Lets say v={+3,+4,0}. Sometimes it gets to be v'={-3,-4,0}. Now I want to put this vector on the EXACT same place on the screen, never mind, where it's looking at.

Is there some easy way to get this done? ... Last day I did that, but it took too much work and it was very messy ... Now I think again in a messy way ... Any clean help would be very appreciated.

The vector is a radial vector and It works on the circumfernce of the circle ... Sometimes it can represent a "compressive state" (so the anchor point can't be a point of the circle, because that way, the vector will be inside of the circle, which is not allowed) ... As the vector is moving about the circle, it changes its' magnitude and direction in a radial manner ...
