fill domain with geometries in an order

Hi I am trying to fill any boundary with few different geometries in some order. Attached image shows the boundary and geometries. 1. the boundary to be filled with specific percentage (or specific count) of the geometries. 2. fill the boundary with maximum number as it can take with those geometries. Appreciate any help in advance. Cheers.
