Encompass specified area with Galapagos

Hello everyone.

     I am working on trying to get a building to scale up and eat surrounding buildings given a specified area. So far, my building scales up and intersects surrounding buildings. I am trying to get galapagos to solve for the best fit of encompassed area. and i think i need to do something to the surround buildings, in order for them to have an area that galapagos can interpret for the best solution. Any Help is greatly appreciated. Please see the attached files.
