To create a planar curve closest to what you have, the smallest number of control Points needed for a degree 3 curve would be 4.

Thank you Danny for your time confirming this. 

I guess you're saying the arc and the planar curve are geometrically unique and 'turning an arc-lie curve into a planar curve' naturally requires rebuilding.
