Connect Points With Polyline Without Intersecting Lines

I have a set of points here that I want to connect, so I can extrude and create a surface on the XY plane.
However, they are intersecting one another. I've tried the perimeter sort script to no avail.

I have my definition attached, but it's quite messy because I'm still working on it.
