algorithmic modeling for Rhino

Hello gyus, 

in the attached file, I have a rectangular area with a population of points inside. The points are connected to each other if their distance is within a range.  

The aim is to divide the  space into sub-areas (cells) and color them with two colors (red and green) in order to satisfy the following : 

1) each cell of the red color to be connected with at least 2 cells of green color

and

2) to predefine the ratio of the total area of the red cells to the total area of the green ones. lets say 6:4. 

In the definition attached the (1) is satisfied I think. 

For the second I cant even think how to do it. 

Perhaps the whole thing should be reconsidered

the voronoi is used just to create the cells , I dont have any restrictions on cells' form/shape .. Just to satisfy the two critiria 

I am thinking that perhaps Galapagos could work for it . However I haven't worked with Galapagos so far, I just know the basics .

Any help?
