algorithmic modeling for Rhino

As of now I have a surface comprised of components with independently rotating fins in each of the components. as I have it now, there is a point and the rotating fins adjust themselves according to their distance from point. as you can see in the file and script that I've posted, the fins create a circular pattern and I was wondering if there is a way to either randomize the rotations a bit, or perhaps use a polyline to control the rotations. using a polyline, the goal would be to simulate the path of a person and as "they" (the polyline) get closer to the surface, I'd like the fins to appear open and as the line moves away the components appear closed.

Ultimately I am hoping to develop a programmable surface where I can control the porosity based on the varying characteristics of the program. I'm close, and have received great help from several people on the forum. Thank you in advance for any help you can offer.
