Attractor points using solids as extrusions to make a surface

Hello folks,

i am trying to get points of a surface (a terrain topography) and then use attractor points to create the same shape using cilinders centered extruding them until a same level. Look at this example:

I treid everything to make the spaces between each element (points) parametric and using a surface as input but without a success. Can someone help?
