attractor mesh edge (pipe/sweep)

Hi guys

i've been trying to set up an attractor point to affect the radius of pipe along an edge. Tried previously to use both pipe and sweep tool to no avail. stuck

The aim is something similar to this. the transition of using an attractor to control the width of the pipe/sweep, or what ever it needs to be?

Be grateful for any suggestions. i have attached the files below if any has time to check it out
