Aligning everything to the center point

Hi Guys, 

I'm very new to GH. I'm trying to re-create this Gothic style pattern and at the moment I'm trying to first get the circles down as construction lines. I'm having trouble aligning them to the center point; I've tried the align command but it didn't seem to work. Please help.
