algorithmic modeling for Rhino

Hi all,

I have a set of offseted curve(Pink) that base on the some lines(Line) , the circle overlap each other and I want to make then kind of squeeze to each other and leave a certain width with each other circle. 

At first I do it by hand, create a tween curve with a pair of lines (geen line), then offset then(dark green), and then trim the unwanted line off, resulting the black line.

Is there a way to it in grasshopper to make the process quicker? Becuause I have a system of lines that i want to apply that logic.(2nd Pic)

I have looking into metalball(It is kind of the opposite of what I want to do though), cocoon plugin (base on the idea of repelling charge?) because I need to take this logic into 3D space later on

Regardless of how difficult it is in 2D, it will be immensely more difficult in 3D. All my vague ideas so far will not scale to the 3D case.
