relaxation on structure

hi,

I am wanting to model something similar to the image above. It was an inflated balloon that had hot glue put over (in a straight line) and then deflated, to wrinkle up with the hot glue forming curved structural elements. I am not sure where to start, I have tried interpolate curves and then mesh relaxing between but is there a better way of making a whole area with many curves, rather than one by one ? I do want variance between them.

The files below, I cannot get the mesh to hang off the anchor points which i have defined along the curves, even though the loft is hanging off the curves the mesh does not, Resulting in a crazy relaxation form..
