I believe that Rabbit can help you.

What I would try to do is use a rectangular grid tool to begin. Then, you can add number sliders to the grid to adjust the cell dimensions.
if you want a non-rectangular site division, I would try using a "subdivide Surface" tool and possibly using a simple attractor point definition to produce a proximity relationship of lines or geometries.
