To make the Voronoi, I took a 3D Voronoi, scale it once from its center, to get an inside and the outside, then scale each face, and loft between the 4 edge curves, adding some filleting at the corners so it was little rounder.

For the wall, made the wall and filled the space with the 3D Voronoi, deleting the ones I didn't want.  Finally boolean differenced the wall and the cells so it looked that the cells were breaking out of the wall .  If that makes any sense haha.
