I think the best way to inflate and get a fairest mesh surface is using Kangaroo like Daniel Piker replied to you.

But if you want to get  a quad mesh frame as simple as you can, you should generate well defined mesh first.

This solution is little bit tricky and not perfect, anyway, you can generate rather simple mesh.
