European 'Service URL' Roads, etc...

Does anyone know how could we make it work in Europe, to get a .shp File? So we could show the road and more informaiton.
For the moment I online have an error message telling me: 1. "Solution exception:The request was aborted: Could not create SSL/TLS secure channel."

Any suggestion????
