Data Dam activates automatically when opening a cluster

I noticed that a data dam inside a cluster will activate automatically every time the cluster is opened.

Of course a data dam inside a cluster doesn't make so much sense, which is why I believe the data dam needs to be redesigned with a boolean input to activate it. It is one of those components that has a special UI built into it. They should be avoided at all cost!
