Balloons not showing up

There are two possibilities that could cause this behaviour:

1. The balloons decide they don't need to draw themselves. 
2. Something is crashing before the balloons draw, the crash is handled, but the balloon drawing is short-circuited.

To test step 2, start a clean grasshopper and add a single empty parameter to the canvas. Is there a balloon?
