algorithmic modeling for Rhino

is there possible to make (calculate) with Galapagos  a solid or nurbs surface from a mesh (*.obj l *.stl)?

Maybe, you're going to have to be more specific than that though. What sort of mesh? What sort of brep? What do you start with? What sort of topologies?

I think that's too much detail for Galapagos. You'll need to place too many control points to approximate this shape for it to be doable in a reasonable amount of time.

You should probably look into tools that were designed to solve this kind of problem. Perhaps you can use Kangaroo to distribute the surface control-points over the shape, but I can't tell you how to do that as I don't know myself.

What is the reason you need it as a NURBS surface?

i must to export model to SolidWorks like a solid for cnc program  it maybe .3dm, .x_t, .step, .sat,.. in Rhino it maybe closed NURBS surface. I thought that NURBS surface can be draped to mesh with Grasshopper as a limit... 

I'm sure you can CNC it as a mesh object. Try to find a way of doing that rather than converting it to a NURBS surface.
