That's because your points are organised in rows and columns. When you Shift+Line (or Polyline + Explode as an alternative) it only connects the points that are in the same row.

To also connect in the other direction, you need to turn your rows to columns and vice versa. You can do this with the [Flip Matrix] component, although it does somewhat depends on how your points are exactly organised.
