"I was not able to open your .3dm file, it seems your are using newer version of Rhino than my 4 SR8. Nevertheless you can not do a Surface offset on a closed polysurface. Because "Offset" component is expecting a single or multiply surface…"

"Graft all curves, offset them by X and -X, check their length, sort by length, choose first item (shorter), flatten. Reverse list if you want only outer offsets. (Sorry for no screen or anything)."
