scaling within a boundary

hello,

i was hoping someone may be able to help, i am trying to scale a number of points that are within one boundary, and hopefully stretch them so they fill another. If you look at the picture attched, you'll hopefully see what i mean, i'm looking to scale the points in red and make them fit the boundaries marked in black.
