Pull Point Component

I was wondering if someone explain to me what the pull point component actually does.  It doesn't seem to actually move the points, which is what the name would imply. If so how do you set the magnitude.  Or is it a way for you to find points to pull, and if so what is the difference between that and the closest point component.  Thanks
