Offset Error

I have found a peculiar situation where the offset reads polylines that are within a close proximity to each other as a closed shape, and only partially offsets (the closed part) my curve, however the polyline is not closed.
If the curve is NOT a polyline (IE) a series of lines, it does not have this issue, however then I cannot perform an continuous offset.
