Not quite voronoi...

I was looking at some of the recent work from the very many and was trying to figure out the generation for the network involved in the latest Orlando piece. It is not quite voronoi and is very similar to the manual work that is done by Michael Kukla, both images attached. What are we thinking here in terms of generation?

I know Kukla does this by hand but I am quite sure Fornes would not do the same manual generation....
