Important Help required in creating sphere cut out model

Hey everyone!

  • I want to make sphere cutouts on a solid box.(as Shown below)

  • Radius of distributed sphere must be in random manner (range of 1mm to 4mm)
  • Two adjacent sphere should not intersect each other but randomly arranged.

Here is the algorithm suggested by joseph, but still i am not getting more sphere cut outs from solid cube.

Please help me in refining this algorithm or post me new logic??

"Et 100 balles et un Mars !!!" French expression meaning "you also want 100 hundred dollar and a Mars" (chocolate bar). Sorry I couldn't resist, shame on me. 

Instead that you want somebody else do your work, your problem is interesting but the purpose could be more interesting. I imagine (hope) you want to make a finite element analysis of this object. So why not keep external shape, add spheres inside and using that with a mesher (Tetgen or gmsh) in order to have a tetraedral mesh. 

The solution depends on the final purpose.
