I think you have the start and end of your arcs wrong. If you look at the attached image I have highlighted what I believe is the arc going from the top of your upper solid to the top of your lower solid but it should be the bottom of this solid. Thus creating an inside and an outside arc

Instead of extruding, you can scale the shape and connect the edges.
Another option is to make the lateral shape, and extruding transversely.
