Can I use Microsoft Visual Studio Express and C# to create user customized grasshopper components/plugin with a button leading to a pop-up window user interface?

Hello everybody

I would like to develop my own plugins for grasshopper. I am however new to the "plugin-for-grasshopper-developer-world" and need some help please.

I'm trying to create my own user interface in a pop-up window by clicking a button (as an example, similar to the "settings"-button in Diva4Rhino in the following picture, if anybody familiar with this plugin).

Can I do so using Microsoft Visual Studio and C#-scripting? 

(Although my plugin will concern a different calculation-task, I like the concept in Diva's User interface pop-up window)
