algorithmic modeling for Rhino

axis of rotation question

hey guys, 

I am having a bit of an issue with rotating louvers on an egg shaped facade, the whole plane is extruded and it is fine

- I am having trouble keeping extruded louver on the XY axis (flat louvers at base)

- I am having issues with rotating louvers along surface

anyone can help? I am assuming it is an easy fix but I am not able to figure it out

I will work on weather date to incorporate it with it but this was a big issue for me
