Affecting Distance by a Point

hi everybody,
I have random points with specific domain and one control point.
I use the Control Point to calculate the ditance between different points and the Control Point and assigning a circle according to the distance factor.

I WANT TO BE ABLE TO CONTROL THE DISTANCE BETWEEN RANDOM POINTS ACCORDING TO THEIR DISTANCE FROM THE CONTROL POINT.
I WANT TO CONTROL THIS FACTOR BECAUSE I DON'T WANT THE CIRCELS TO INTERSECT.
IS THERE ANY IDEA?
